PALMOILMAGAZINE, JAKARTA – Febrie Ardiansyah, the Deputy Attorney General for Special Crimes (Jampidsus) at the Attorney General’s Office, revealed that the Forest Area Control Task Force (Satgas PKH) has been unable to collect administrative fines from companies that have established palm oil plantations in forest areas. The fines are stipulated in Articles 110 A and 110 B of the Omnibus Law on Job Creation (UU Ciptaker), but collection has been delayed due to regulatory changes.
“This delay is because of the ongoing revision of Government Regulation No. 24 of 2021,” Febrie said, as quoted by Palmoilmagazine.com from Tempo, Thursday (March 27, 2025). The land in question has been reclaimed by the state through Satgas PKH from companies that illegally planted palm oil in the forest.
The revised regulation is focused on the procedures for imposing administrative sanctions and the process for receiving non-tax state revenues from such fines in the forestry sector. Under the Omnibus Law, companies that have planted palm oil in forest areas may receive amnesty by paying administrative fines as per the applicable rules.

In addition to awaiting clearer regulations, the fine collection process is also hindered by several legal issues that still need to be addressed. “Some of the assets we’ve reclaimed still have outstanding liabilities with banks, which poses legal risks,” added Febrie.
Despite these challenges, Satgas PKH has successfully reclaimed 1.1 million hectares of palm oil plantations that were previously planted in forest areas. According to data from the Ministry of Forestry, the total area of palm oil plantations in forest areas reaches 3.37 million hectares, including those currently being handed over to PT Agrinas Palma Nusantara.
This success marks a significant step in the government’s efforts to reorganize the palm oil plantation sector to be more transparent and sustainable.
