PALMOILMAGAZINE, JAKARTA — Indonesia’s Ministry of Trade has set the December 2025 Reference Price (HR) for crude palm oil (CPO) at US$ 926.14 per metric ton, a decline of US$ 37.61 or 3.9 percent from November’s level of US$ 963.75 per MT. The new reference price will be used to calculate the Export Duty (BK) and the levy imposed by the Public Service Agency for the Plantation Fund Management Agency (BLU BPDP).
Following the adjustment, the CPO Export Duty for December 2025 is fixed at US$ 74 per MT, in line with Column 6 of Annex C under Ministry of Finance Regulation (PMK) No. 38/2024 and PMK No. 68/2025. Meanwhile, the CPO Export Levy (PE) for December 1–31 is set at 10 percent of the reference price, amounting to US$ 92.6142 per MT, as stipulated in Annex A of PMK No. 69/2025.
“The December Reference Price for CPO has dropped compared to November. Based on the applicable regulations, the government has set the export duty at US$ 74 per MT and the export levy at 10 percent of the HR,” said Acting Director General of Foreign Trade, Tommy Andana, in a statement received by Palmoilmagazine.com on Monday (1/12).

Tommy noted that the decline in the CPO reference price was driven by several global factors, including falling prices of other vegetable oils such as soybean oil, weaker demand from major importers like India, and the strengthening US dollar. “The drop in global crude oil prices also added pressure on the CPO market,” he added.
The monthly reference price is derived from the average market value recorded between 20 October and 19 November 2025, referencing three key indicators:
• Indonesia CPO Exchange: US$ 851.80/MT
• Malaysia CPO Exchange: US$ 1,000.48/MT
• Rotterdam CPO Port Price: US$ 1,203.74/MT

Under Trade Ministry Regulation No. 35/2025, if the average price gap among the three benchmarks exceeds US$ 40, the HR must be calculated using the median price and the value closest to it. As a result, the December HR was determined using prices from the Malaysia CPO Exchange and the Indonesia CPO Exchange.
Separately, branded Refined, Bleached and Deodorized (RBD) palm olein packed in containers of ≤ 25 kilograms remains subject to zero export duty. This provision refers to the brand list outlined in Trade Ministerial Decree No. 2242/2025 concerning packaged RBD palm olein products of ≤ 25 kg. (P3)
