PALMOILMAGAZINE, SUMEDANG – Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency (ATR/BPN), Nusron Wahid, has called on regional heads to take an active role in educating the public about the importance of land boundary markers to prevent disputes.
Speaking at the 2025 Regional Leadership Orientation Program Batch II held at the Institute of Public Administration (IPDN) in Sumedang on Wednesday (25/6/2025), Nusron stressed that the lack of public awareness in maintaining land boundaries often triggers conflicts between neighbors.
“Many people don’t clearly know the boundaries of their land, which often leads to overlapping claims with neighbors. This is the root of many disputes,” he said, as quoted by Palmoilmagazine.com from the official ATR/BPN website.

To address this issue, the Ministry launched the Community Movement for Installing Land Boundary Markers (GEMAPATAS) in 2023. The initiative aims to cultivate a culture of land boundary awareness at the grassroots level. However, Nusron emphasized that the success of the movement hinges on the involvement of local governments.
“GEMAPATAS cannot be a top-down program alone. Local leaders must step in, bring the message to villages, and encourage residents to mark the boundaries of their land,” he asserted.
In addition to boundary issues, Nusron highlighted the urgent need for accelerating land mapping and certification. A significant number of land parcels in Indonesia remain unmapped and uncertified. He urged collaboration between local governments, village administrations, and surveying professionals to speed up the process.
“Cross-sector collaboration is essential. Regional leaders should work with village officials and professional associations to accelerate land certification,” he said.
As of mid-2025, Nusron reported major progress in the Complete Systematic Land Registration (PTSL) program. Out of the national target of 126 million land parcels, 122.5 million have been registered, with 96.4 million already certified.
“We’re almost there. I invite all regional leaders to support this final stage. Let’s complete this mission together,” Nusron said before 86 regional leaders and deputy heads elected through re-votes and Constitutional Court rulings.
Also attending the event was Deputy Minister of Transportation, Suntana, who served as a guest speaker. Minister Nusron was accompanied by Head of Public Relations and Protocol Bureau, Harison Mocodompis, and Head of the West Java BPN Regional Office, Yuniar Hikmat Ginanjar. (P3)
