ESDM Revokes 190 Mining Permits, 15 Companies in Central Sulawesi Affected

PALMOILMAGAZINE, JAKARTA – Indonesia’s Ministry of Energy and Mineral Resources (ESDM) has taken a firm step by revoking 190 Mining Business Permits (IUP) nationwide. The decision was made after companies were found to have violated rules on reclamation and post-mining guarantees.

Of the total permits revoked, 15 belong to companies operating in Central Sulawesi. The revocation is detailed in a letter issued by the Directorate General of Minerals and Coal (Minerba), No. T-1533/MB.07/DJB.T/2025, dated September 18, 2025, and signed by Director General Tri Winarno.

As reported by Palmoilmagazine.com from Kabarselebes.id on Monday (Sept. 22, 2025), the affected companies had previously received three warning letters. However, due to the lack of follow-up, the ministry imposed a temporary suspension before finally revoking the permits.

The obligations related to reclamation and post-mining guarantees are regulated under Government Regulation No. 78/2010 and Ministerial Regulation (Permen ESDM) No. 26/2018. These stipulate that IUP holders must place reclamation and post-mining guarantees. Failure to comply can result in written warnings, suspension of activities, or permit revocation.

Even so, the ministry is still offering companies the chance to lift temporary suspensions, provided they immediately place reclamation guarantees before 2025. During suspension, companies are still required to carry out environmental management and monitoring in their mining areas.

The 15 Central Sulawesi companies whose permits were revoked include:

  • PT Anugerah Tompira Nikel
  • PT Berlian Hitam Sejahtera
  • PT Citra Anggun Baratama
  • PT Citra Molamahu
  • PT Dotata Utama
  • PT Luwuk Gas Sejati
  • PT Macro Puri Indah Perkasa
  • PT Mulai Dari Indonesia
  • PT Multi Dinar Karya
  • PT Pantas Indomining
  • PT Trio Kencana
  • PT Vio Resources

With this move, the government underscores its commitment to ensuring more responsible and sustainable mining governance, while making sure mining companies fulfill their reclamation and post-mining environmental obligations. (P1)
