PALMOILMAGAZINE, JAKARTA — The Indonesian government is closing in on its ambitious target to reclaim 4 million hectares of palm oil plantations and mining areas located within forest zones, as enforcement efforts accelerate toward the end of 2025.
The Forest Area Control Task Force (Satgas PKH) reported that as of December 8, 2025, the state has successfully regained control over 3.77 million hectares of land. Task Force spokesperson Barita Simanjuntak said the remaining gap is expected to be closed within weeks.
“By the end of December—within the next two weeks—the target of 4 million hectares reclaimed by the state will be achieved,” Barita said, as quoted by Palmoilmagazine.com from Bisnis.com on Tuesday (December 10, 2025).

Of the land already recovered, 1.50 million hectares have been handed over in stages to Agrinas Palma Nusantara. In addition, 81,793 hectares of Tesso Nilo National Park have also been formally returned to the government.
However, a further 2.18 million hectares—already under state control—have yet to be officially transferred. These areas include 356,233.17 hectares of palm oil plantations, 874,720 hectares of national park land still undergoing verification, 761,795 hectares of industrial plantation forests (HTI), and 192,300 hectares of plasma obligation land currently under review.
In the mining sector, the task force has identified 198 mining sites located within forest areas, covering a total of 5,342.58 hectares across three provinces.
Mounting Fines for Palm Oil and Mining Companies
Enforcement efforts have extended beyond land reclamation to the imposition of financial penalties on companies operating without proper permits. Satgas PKH reported that 71 palm oil and mining companies have been ordered to pay administrative fines totaling IDR 38.6 trillion.
The breakdown includes; 49 palm oil companies facing administrative fines of IDR 9.42 trillion, and 22 mining companies required to pay IDR 29.2 trillion.
Actual payments, however, remain partial. In the palm oil sector; 15 companies have paid a combined IDR 1.76 trillion, and 5 companies have declared their willingness to pay IDR 88 billion.
In the mining sector; One company has paid IDR 500 billion, and several others have committed to payments totaling IDR 1.6 trillion.
“As of now, total payments from the palm oil sector amount to IDR 1.84 trillion, while the mining sector has contributed IDR 500 billion,” Barita concluded. (P2)
