InfoSAWIT, TELUK KUANTAN –Next year, the smallholders in District of Kuantan Singingi (Kuansing), Riau Province would have better fortune. They would have certifications on their areas.
Asosiasi Petani Kelapa Sawit Indonesia (Apkasindo) Kuansing has signed the Memorandum of Understanding (MoU) with National Land Agency or Badan Pertanahan Nasional (BPN) Kuansing about publishing the area certification in Taluk Kuantan, the capital of District of Kuansing, recently.
In the MoU, BPN Kuansing would prepare 9000 parts of certificate for the smallholders through Tanah Objek Reformasi Agraria (TORA) program.
This is a new breakthrough from Apkasindo when many people felt disappointed on their areas. “In 11 districts/cities, we would do MoU like this so that the smallholders in Riau get better lives,” Chairman of Apkasindo Riau, Gulat ME Manurung, said, after signing the MoU.
"For a long time, the smallholders want to have certificate on their areas. But they were having issues in BPN, such as, the administration of area owner evidence, and some of them have their areas in forest areas. This is also an issue for them,” he said, as quoted from gatracom.
The issues make uncertainty for them in Apkasindo. "Many smallholders did not get the program run by the government for their certificate. For example, the replanting program from Ministry of Agriculture. They could not get Indonesian Sustainable Palm Oil (ISPO) certificate and the worse is that they could not borrow money from the banks. They experience these for years,” he said.
Rofingi, Chairman of DPD Apkasindo Kuansing, explained that in Kuansing, 95 percent of the people’s palm oil ares have no certificate yet. “That is why, we really hope, the TORA program in 2019, 75 percent of the people’s palm oil areas would have certificate,” he said.(T3)
