InfoSAWIT, JAKARTA – The Smallholders Replanting Program (SRP) becomes one program of President Joko Widodo to increase the smallholders’ (the people’s) palm oil productivity. It started in 2017 within the target reaching 20 thousand hectares and it is continued in 2018 within the additional target reaching 185 thousand hectares.
Unfortunately, the program is unimaginable. Lots of issues make the SRP seem to have no good progress. Based on the information, the fund distributed to the SRP program just reached about 4,5% of the total fund and the fund to the farmers just reached about 0,5%.
Sabarudin of Serikat Petani Kelapa Sawit (SPKS) thought, the smallholders replanting program is difficult to do because there are some conditions that the smallholders should fulfill. Instead of increasing the production, what to face is the administration cost to fulfill the condition to get the SRP.
He also said, his side now analyses the issue and cost to pay to fulfill the condition to get the fund from the Palm oil Plantation Fund Management Agency (PFMA). “The temporary calculation is that it spends Rp 10 million to fulfill the conditions,” he recently said.
This happened for the regulations in the central and regional governments are not the same. Based on what InfoSAWIT traced, there are about 34 conditions to be fulfilled if the smallholders want to get the fund help to SRP.
Some conditions should be fulfilled by the union, should fulfill the conditions from plantation agency in the district, in the province, and the condition from the central government, such as, the cover letter of the proposal recapitulation, and the technical recommendation document to PFMA. (T2)
