InfoSAWIT, JAKARTA - For the smallholders, the publication of President’s Regulation No. 44 / 2020 about ISPO Certification System may not be final because it is the public policy and would be confirmed by the technical points through the regulation of minister.
Rukaiyah Rafiq of Senior Advisor of Forum Petani Kelapa Sawit Berkelanjutan Indonesia (FORTASBI) said that the principles and criteria (P&C) ISPO for the independent smallholders are not clear yet.
She thought, the certification means money (cash). It means that it would not only be the preparation to certification but also there would be costs (to pay) after the certification, such as, the surveillance and maintenance cost of the institution. “That is why it is important if the incentive is discussed in the ISPO President’s Regulation,” she said.
Uki, her nick name said that the independent smallholders are those who need special management and are different from the plasma smallholders. ISPO is complicated enough and the standard may be for every smallholder.
She thought that some groups of smallholders have different capacity, for instance, there are new ones – the small scale smallholders who live in the villages, local people, do not have access, no freehold title, and no institution. (T2)
