GCF for Indonesia: US$ 103,8 million – Prioritize to Social Forestry  and FCU

InfoSAWIT, JAKARTA - Yayasan Madani Berkelanjutan did appreciate the confirmation of fund proposal from the government of Indonesia to Green Climate Fund (GCF) to reducing emissions from deforestation and forest degradation (REDD+). The fund from GCF could be the chance to encourage the confession and confirmation of the local and indigenous people’s rights to realize the climate commitment of Indonesia.

The GCF fund should be prioritized to reduce the deforestation and degradation in the landscape level by strengthening the social forestry and forest cultivation unity or kesatuan pengelolaan hutan (KPH). The two initiatives could confirm the tenure rights of the local and indigenous people, and contribute to reduce the forest degradation and deforestation if it is well used based on the stakeholders’ involvement.

It was told by Executive Director of  Yayasan Madani Berkelanjutan, Muhammad Teguh Surya in its relation with the council of Green Climate Fund (GCF) board that approved the proposal payment in REDD + result in Indonesia for about US$ 103,8 million. The proposal of the government of Indonesia would provide the work results of REDD+ Indonesia in 2014-2016 within the emission reduction reaching for about 20,3 million tons of carbon dioxide equivalent.

“We do welcome that the fund to the government of Indonesia would be used as what president told to recover the environment in people-base. That is why the implementation program and the distribution should be transparent and the prior programs to do should have the consultation widely with every element, organization of the indigenous and local people, and the civil,” he said, as in the official written statement to InfoSAWIT.

He thought that in order to hit the real targets, it needs to make the multi-stakeholder organs in the Badan Pengelola Dana Lingkungan Hidup (BPDLH) within the representatives of the local, the indigenous people, and the civil organizations.

“Besides, it needs clarity about the roles and responsibility of the institutions that would manage the fund, namely to empower BPDLH that would work in this year,” he said.

Manager of Pengelolaan Pengetahuan, Yayasan Madani Berkelanjutan, Anggalia Putri Permatasari said that the prior programs to get fund should be used to recover the environment in people-base, including to accelerate and strengthen the social forestry and the confession of indigenous regions.

“The social forestry program and the FCU empowerment should be in synergy with the adaptation-mitigation climate change program, peat restoration, critical area rehabilitation, deforestation reduction, and degradation which are the main actions in the NDC mitigation in forestry sector,” she said.

The government should empower the roles of FCU in the landscape level by giving mandate and natural resource to control the tenure conflict, facilitate the prevention and solve the indigenous and local people’s rights to enforce the regulation about the forestry license.

There is deep concern saying that the forest and indigenous regions are not well confessed by the other social forestry schemes. “To accelerate the social forestry achievement, and to confess the indigenous regions, the government needs to harmonize among the social forestry area indicative map, the indigenous people area map and other usage license about the development,” she mentioned.

The government should be more active to encourage the publication of rancangan undang-undang (RUU) of indigenous people for they would be admitted on their rights formally, including the rights on the natural resource in the forests. Besides the constitution obliges it, the laws would enforce their rights on the land and tenure security. This should be realized so that Indonesia would be successful to reduce the deforestation and degradation and realize the climate commitment. (T2)
