InfoSAWIT, JAKARTA – General Secretary of Serikat Petani Kelapa Sawit (SPKS), Mansuetos Darto said that there are some notes after the Decision of General Director of Plantation was published. The government and PFMA should notice some things because until now the smallholders are difficult to get fund from PFMA for they have to face complex bureaucracy. There are lots of ways to pass through, such as, in the plantation agency in district, in the province, until the documents (to get SRP fund) are in the central government.
The complex bureaucracy spends lots of time and efforts. “The smallholders should wait for too long because there are multiple field checks. Why is the province re-involved in when the documents have been checked in the district? The province needs to legalize only,” he said.
Until now, there is no legal data about the palm oil plantations belonging to the independent smallholders, the names of ownership, and the locations. It needs map to theirs. If it is done in hurry, it is afraid that the policy would miss the targets.
The Cultivation Document publication still has something to do with other conditions, such as, the legal areas, the personal data of the smallholders. As a matter of fact, not every smallholder has ID or area document published by the local government. (T2)
