Officials at the Plantation Service Trained to Become Auditors

Palmoilmagazine, MEDAN – The process of Indonesian Sustainable Palm Oil (ISPO) to be a mandatory program for every planter would be realized in the next few years. But many smallholders that joined and got ISPO certificates could not maximally cultivate theirs, including in North Sumatera Province. They faced many issues and the so did the government to realize ISPO certificate process.

To solve the issues, Ministry of Agriculture is in cooperation with Sustainable Palm Oil Initiative (SPOI) United Nations Development Program (UNDP), and PT Koompasia Enviro Institute could have the better ways.

To accelerate ISPO certification for the planters (smallholders), the third sides did trainings for officials in plantation agency or in plantation sector in agriculture agency in North Sumatera to become tough auditors and would develop smallholders to get ISPO certificate.

From the official information, Henry Marpaung as Director of Koompasia Enviro Institute said to Palmoilmagazine, Monday (6/6/2022) morning that the training was running in Hotel Santika Dyandra, from 30 May to 3 June 2022.

Marpaung said, it was a face to face - training. SPOI UNDP Indonesia was really committed to get sustainable palm oil cultivation. As long as Marpaung noticed, this was not the first time for SPOI UNDP did in Indonesia.

“In the auditor training last week, we did mock audit or audit simulation training in Sub district of Bosar Maligas, District of Simalungun, North Sumatera or precisely at Koperasi Bersatu Makmur Jaya and Koperasi Gaharu 100," Marpaung said.

In other place, Head of Plantation Agency North Sumatera Province, Lies Handayani Siregar reminded that the participants that represented agriculture or plantation agencies from their own regions should accelerate the things to publish Cultivation Documents which become the main condition to get ISPO certificate.

“Without Cultivation Documents, the smallholders would not get ISPO certificate,” boru Siregar said. She also referred to the Regulation of Minister of Agriculture Number 98/Permentan/OT.140/9/2013 about Plantation Business Permit Guidelines.

In the regulation, boru Siregar continued, every palm oil plantation that the people have within less than 25 hectares should get Cultivation Documents of plantation. She emphasized that Cultivation Documents in ISPO certification would be the significant element to get. “By getting Cultivation Documents, it would be easy to get data and map ownerships and fulfill ISPO certification condition,” she said.

Boru Siregar continued, in the Regulation of Minister of Agriculture Number 38 / 2020 about ISPO Certification, Cultivation Documents are in Attachment II, indicator 1.4.1 and 1.4.2 about the obligation of Cultivation Documents for the planters having less than 25 hectares.

“We have to know that Cultivation Documents are not part of permit documents but it is a system that the government regulated to get data of smallholders’ plantations. Cultivation Documents can be proposed by personals/individuals of planter or planters’ institutions,” boru Siregar mentioned.

That is why she continued Cultivation Documents should be processed based on the Regulation of Minister of Agriculture. Everyone should propose to the related agency in plantation in district/city. (T5)
