Forest Enforcement Recovers IDR 6.6 Trillion, 2026 Fine Potential Estimated at IDR 140 Trillion

PALMOILMAGAZINE, Jakarta — Indonesia’s efforts to enforce order in forest areas are beginning to deliver substantial results. Attorney General ST Burhanuddin revealed that more than IDR 6.6 trillion in state finances has been recovered and 4.08 million hectares of forest land reclaimed through the work of the Forest Area Enforcement Task Force (Satgas PKH).

Burhanuddin delivered the report directly to the President and senior officials from ministries and state institutions during an official event at the Attorney General’s Office, as monitored by Palmoilmagazine.com on Wednesday (24 December 2025).

“Today, we report that a total of four million hectares of forest area have been successfully reclaimed,” Burhanuddin said. Of this figure, around 896,969.14 hectares were previously under illegal control and have now been formally restored for state use.

A portion of the reclaimed land includes approximately 240,000 hectares of oil palm plantations, involving 124 legal entities across six forest areas. These plantations have been handed over through state mechanisms to be managed by PT Agrinas Palma Nusantara. Meanwhile, around 688,000 hectares of other forest land have been allocated for ecosystem restoration across nine provinces.

From a fiscal perspective, Burhanuddin explained that Satgas PKH has successfully collected and safeguarded IDR 6.6 trillion in state funds. Of this amount, IDR 2.34 trillion came from administrative fines imposed on 20 palm oil companies and one nickel mining company operating within forest areas.

In addition, the Attorney General’s Office recorded the recovery of IDR 4.28 trillion from corruption cases, including investigations related to CPO export facilities and sugar import schemes.

Looking ahead, Burhanuddin highlighted the much larger revenue potential expected in 2026. Preliminary data suggest that administrative fines in the palm oil sector within forest areas could reach IDR 109.6 trillion, while the mining sector could contribute an additional IDR 32.63 trillion. “What we are presenting today represents only a small portion of the state losses that have occurred over the years,” he said.

During the same briefing, Burhanuddin also reported progress in accelerating the restoration of Tesso Nilo National Park. The task force has identified 5,733 households across seven villages within the park area, with a population exceeding 20,000 people, along with hundreds of public facilities. To support relocation efforts, the government has prepared 8,077 hectares of reclaimed land, and on 2 December 2025, an initial relocation phase was carried out involving 227 households.

The Attorney General also touched on preliminary findings related to flash floods in North Sumatra and West Sumatra. Early verification involving 27 companies indicates a strong correlation between major flooding events and watershed degradation and loss of vegetation cover, rather than purely natural factors. Further identification of responsible legal entities is ongoing, in coordination with the Ministry of Environment and Forestry and the National Police.

Concluding his report, Burhanuddin expressed appreciation to all ministries and institutions involved in Satgas PKH. He stressed that firm law enforcement is essential to maintaining national stability and ensuring Indonesia’s natural resources are managed for the greatest benefit of the public.

“Enforcing order in forest areas is a constitutional mandate. Our natural resources are a blessing from God Almighty that must be protected and managed fairly and sustainably,” Burhanuddin concluded. (P2)
