CPO Export Exchange Regulates HS 15 Only

PALMOILMAGAZINE, JAKARTA – Farid Amir, the Director of Forestry and Agriculture Export at the General Directorate of External Trade in the Ministry of Trade, clarified that the export process involving crude palm oil (CPO) under the HS code 15111000 will be conducted exclusively. However, the export of derivative products of CPO will not be included. This decision is based on the consideration that the volume of CPO exports is not expected to be substantial, and therefore, the implementation of this restriction will not cause significant disruptions.

“Besides the parties that have rights to do exports are those who got registered exporter and have the export rights which they got from fulfilling domestic market obligation (DMO) and/or from the parties that diverted their export rights on DMO,” he said, as in the official statement to Palmoilmagazine.com .

Farid also told, the process business from CPO export policy through the exchange would have no significant changes. In this policy, there would be additional process before exporters do CPO exports, which is, they have to get transaction at the exchange and then the evidence of CPO purchase should be published by the exchange. The evidence of purchase is the document used to process export agreement.

Meanwhile Secretary of Badan Pengawas Perdagangan Berjangka Komoditi (Bappebti), Olvy Andrianita said the draft of Bappebti regulation about physical trade technic guidelines for CPO export would be regulating, such as, CPO exchange governance, CPO clearing institutions, trade governance in CPO exchange, monitoring mechanism by Bappebti and CPO exchange, dispute resolution and force majeur.

Meawhile, peraturan tata tertib (PTT) of CPO export through the exchange would be about technical regulation that covers the terms and condition and procedures of acceptance of the seller and or buyers, guarantee cost of transaction, monitoring mechanism CPO physical handover and force majeur.

“In the process, the three policies/technical regulation should be comprehensive and synergic and need inputs from every stakeholder. CPO export policy should be the same with the policy to fulfill CPO needs in this country and would not be burdens for the stakeholders,” Olvy said.

Vice Chairman of Indonesian Chairman in Trade, Juan Permata Adoe told, the stakeholders should accept the policies. And the revenue from CPO should remain stable. CPO export policy through the exchange would be delivering the positivity for industries,” Juan said. (T2)
