Indonesia’s People’s Palm Oil Replanting Program in Riau has reached 55,140 hectares since 2017, benefiting nearly 23,800 smallholders as the government seeks to improve productivity on aging and low-yielding plantations.
PALMOILMAGAZINE, PEKANBARU — Indonesia’s People’s Palm Oil Replanting Program or Peremajaan Sawit Rakyat (PSR) in Riau Province has covered 55,140.14 hectares as of Sept. 1, 2026, with government funding disbursements reaching around IDR 1.9 trillion.
The program is designed to improve the productivity of smallholder oil palm plantations, particularly farms with trees that have passed their productive age or use uncertified planting material.

According to data reported by Riau’s Media Center on Friday (Sept. 25), the PSR program has benefited 23,789 smallholders organized into 235 farmer institutions during the 2017–2026 period.
Riau Plantation Agency Head Supriadi said the replanting program targets plantations that meet specific criteria, including trees more than 25 years old, annual fresh fruit bunch (FFB) yields below 10 metric tons per hectare, and plantations established using non-superior planting material.
“Based on the realization data, the PSR program for 2017–2026 has reached 23,789 smallholders who are members of 235 farmer institutions,” Supriadi said on Monday (Sept. 21).

Of the total area covered, 44,244.65 hectares were implemented through the government agency channel, while another 10,895.49 hectares were carried out through partnership arrangements.
Kampar Leads Riau’s Replanting Program
Kampar Regency has recorded the largest PSR realization in Riau, with 13,023.74 hectares replanted as of Sept. 1, involving 5,590 smallholders organized into 42 farmer institutions.
Pelalawan Regency ranked next, with 8,890.44 hectares involving 3,739 smallholders.

Siak recorded 8,590.42 hectares involving 3,658 smallholders, while Kuantan Singingi reached 7,123.94 hectares involving 2,731 smallholders.
Other areas included Indragiri Hulu, with 5,731.10 hectares involving 2,488 smallholders; Rokan Hilir, with 4,482.34 hectares involving 2,265 smallholders; and Rokan Hulu, with 4,291.44 hectares involving 1,744 smallholders.
Indragiri Hilir recorded 1,861.87 hectares involving 990 smallholders, followed by Bengkalis at 779.70 hectares involving 374 smallholders. Dumai City recorded the smallest realization, at 365.15 hectares involving 210 smallholders.
PSR Funding Doubled to IDR 60 Million per Hectare
Supriadi said the implementation of the PSR program in Riau is governed by several regulations. One of them is Decision No. 252/2024 issued by the President Director of the Oil Palm Plantation Fund Management Agency (BPDP), which increased the government’s PSR funding support from IDR 30 million to IDR 60 million per hectare.
The program also refers to Presidential Regulation No. 132/2024 on BPDPKS and Ministerial Regulation No. 05/2025 concerning human resource development and oil palm replanting.

The funding is intended to support various stages of plantation renewal, including removing old trees, procuring certified superior planting material, replanting and maintaining newly established plantations during their early growth phase.
Supriadi said the continuation of the PSR program is expected to address declining productivity caused by plantations that have exceeded their economic lifespan.
“The PSR program is expected to provide a solution for thousands of hectares of smallholder oil palm plantations that are no longer productive, allowing farmers to regain optimal and sustainable yields,” he said.
